Calculate if Cells in Reference Range is Not Blank

I've attached a screenshot of a tracker I'm currently working on.

I've used the Google machine to try and find a solution for the last bit to no avail.  Or it could just be that I'm burned out and not thinking clearly.  Descriptions should be visible in the screenshot.

Any assistance would be greatly appreciated!
